Meet the Speaker:
Dr. Jamie Shoemaker is a seasoned Emergency Medicine physician and strategic advisor specializing in reimbursement advocacy. With over 25 years of clinical experience, he is widely recognized as a trusted government advisor who has shaped physician reimbursement policy and legislation at both the federal and state levels. He is currently an Emergency Medicine Partner with Vituity in Elkhart, Indiana. Dr. Shoemaker sits on the board of the American College of Emergency Physicians (ACEP), where he is a fellow and the Vice President of Membership. In 2019, he was selected as one of the inaugural David McKenzie ACEP Reimbursement Fellows, completing an intensive 18-month program addressing all facets of reimbursement, from granular practice details to national policy. He also serves as an appointed member of the RUC (Relative Value Scale Update Committee), a pivotal advisory group to CMS under the American Medical Association. Dr. Shoemaker earned his MD from Indiana University Indianapolis and completed his Emergency Medicine residency at Western Michigan University. Outside of medicine, Jamie enjoys coffee, craft beer, playing pool, traveling, sharing meals with friends, and spending quality time with his family.

Meet the Speaker:
Elena Lopez-Gusman is the Executive Director of California ACEP. Elena has been with the organization since 2007 when she was hired as the Director of Government Relations. She brings nearly 30 years of legislative, political and policy experience to her advocacy on behalf of emergency physicians and their patients. She spent 10 years working in the legislature for Assembly Speaker Antonio Villaraigosa (D-Los Angeles) and Senator Joe Dunn (D-Santa Ana). She first began her collaboration with California ACEP when working in the legislature staffing legislation on behalf of emergency physicians. Prior to her service in the legislature, she was a Legislative Staff Attorney for the Mexican American Legal Defense and Education Fund and supervised their Sacramento office. Elena earned her B.A. in Sociology and her J.D. from the University of California at Davis and is a member in good standing of the California State Bar.

Dr. Andrea Brault is a recognized thought leader in the business of emergency medicine, she advises clients on evolving payer trends, regulatory changes, and healthcare policy – while also educating lawmakers on the real-world implications of legislative decisions.
Dr. Brault is the immediate past-Chair of the Emergency Department Practice Management Association (EDPMA) and serves in leadership roles within the American College of Emergency Physicians (ACEP). She currently chairs the ACEP Coding and Nomenclature Committee (Group 1) and is an active member of the ACEP Reimbursement Committee.

Meet the Speaker:
Leon C. Adelman, MD, MBA, FACEP, FAAEM is an emergency physician with Mid-Atlantic Emergency Medicine Associates in the Charlotte, NC region. Leon was the co-founder of Ivy Clinicians, a software company that simplifies the emergency medicine job search through transparency. Dr. Adelman is the author and publisher of the Emergency Medicine Workforce Newsletter, which explores the business of emergency medicine. As medical director at Tennova Healthcare Clarksville and Johnston Health UNC (large rural EDs in Tennessee and North Carolina), Leon led emergency department teams to exceptional patient-centered outcomes. Leon is a graduate of Brown University, the University of North Carolina School of Medicine, the Harvard-Affiliated Emergency Medicine Residency at Beth Israel Deaconess Medical Center, and the University of Tennessee Haslam College of Business. Leon is married to an oncology nurse practitioner and has two adorable dogs.

Meet the Speaker:
Ed Gaines is the Vice President of Regulatory Affairs & Industry Liaison, Zotec Partners, LLC, the largest privately held physician and hospital revenue cycle and practice management services company in the US.
He advises Zotec clients across their hospital based and multi-specialty practice settings on healthcare regulatory issues including reimbursement policy, out of network (OON) federal and state laws, MACRA/MIPS, Medicare & Medicaid programs and health plan payor issues. He serves as industry liaison to physician specialty societies and industry trade organizations across Zotec’s client base.
Ed brings over 29 years of healthcare experience with Zotec. Since 2008, he has been a member of the ACEP Reimbursement Committee where he chairs Work Group 2 focusing on OON and bad payor issues. Ed has served as faculty for the national ACEP Reimbursement and Coding conference for over 16 years.
He is a co-founder, past chairman, and current Board of Directors and executive committee member of the Emergency Department Practice Management Association (EDPMA). Ed received EDPMA Founder’s Award (their highest honor) in 2008 and the Meritorious Service Award in 2017.
Other awards include being named a Fellow in the Health Ethics Trust (2000), the NC Chapter of the ACEP Outstanding Advocate for Emergency Medicine Award (2006), the ACEP Speaker of the Year Award (2008) and ACEP Honorary Membership Award (2012).
He is a member of the North Carolina State Bar and the Bar of the US Supreme Court.
